An administrative fee applied to the sale of break-open tickets is being eliminated.
The tickets are often sold by charity groups.
Attorney General Doug Downey says the fee was costing charities more than $4-million last year alone.
Downey says that money will now stay in local communities to support programs and services.
He says the move will respect taxpayer dollars.
