The Human Resources Manager will report to Chief and Council and will perform various Human Resources tasks in the form of recruiting and training employees, monitoring staff performance and ensuring personnel and management practices conform to Labour Standards, Human Rights and Operational Personnel Policies and Procedures and other statutes that specifically apply to First Nation Communities.
This position will also be responsible for developing job descriptions, positing job vacancies and the development of community based training programs/projects. Additional activities will include the development of employee handbooks, employee benefits, WSIB reporting, Occupational Health and safety, enforcing and updating existing personnel policies and employee file maintenance.
Duties and Responsibilities
- Oversee Human Resources Department operations
- Organizational planning and development
- Performance management and employee evaluations
- Recruitment and retention
- Develop job descriptions and advertising of positions
- Employee orientation, orientation package development and staff training
- Policy development and updates
- Develop an occupational health and safety manual
- Complete WSIB applications and forward pertinent documentation regarding
- Assist with hiring process by preparing interview questions, reference checks, and participating on hiring committee when necessary
- Consult with Group Benefit providers regarding employee services and complete appropriate forms as required Assist Program Managers with the completion of employee performance reviews
- File documentation and management
- Employee relations and support services
- Employee and community communications
- Conflict resolution
- Develop Standardize pay grid
- Compensation and employee benefits administration
- Respond to employee questions regarding payroll, vacation, time off, etc.
- Prepare funding applications for community based training initiatives
- Consult with Finance Manager regarding wage scales, benefits, training program expenditures and budgets
- Participate in departmental staff meetings when required
- Consultation with Directors and Managers regarding employee matters
- Guide and assist Directors and Managers with employee discipline process
Education and Experience:
- Bachelor’s degree in human resources, Business Administration preferred
- A minimum of four years of human resource management experience preferred.
- CHRP Designation a definite asset
- Thorough understanding of Canada Labour Codes Required Skills/Abilities
- Excellent verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Ability to prioritize tasks and to delegate them when appropriate.
- Ability to act with integrity, professionalism, and confidentiality.
- Thorough knowledge of employment-related laws and regulations.
- Proficient with Microsoft Office Suite or related software.
